Where does Intercom store EU data — and who can touch it?
Intercom offers EU data residency, and relies on the EU-US Data Privacy Framework plus SCCs for transfers.
Intercom lets you choose an EU data hosting region at signup (EU, US or Australia), is EU-US DPF certified and relies on SCCs for transfers — but the hosting region cannot be changed after the workspace is created.
EU data residency
Can you keep data in the EU?
EU data hosting (Dublin, AWS) is selectable when the workspace is first created. Critically, the hosting region is permanent — an existing US-hosted workspace cannot be migrated to the EU region, so EU residency must be chosen up front.
Transfer mechanism
Intercom self-certifies to the EU-US Data Privacy Framework and incorporates SCCs. EU-hosted workspaces keep core data in the EEA, but support tooling and some sub-processors can still process data outside it under SCCs.
Sub-processors
Who else processes your data?
Intercom publishes a sub-processor list with general authorisation and advance notice of changes. Note that AI features may introduce additional model-provider sub-processors. current sub-processor list ↗
Data Processing Agreement (DPA)
Does Intercom sign a DPA?
A Data Processing Agreement is published online and applies to customers without separate negotiation. DPA ↗
What the trust-badge pages don't tell you
The 'permanent at signup' residency model is the trap: teams that started on US hosting before going EU-facing cannot retrofit EU residency without recreating the workspace.

Is Intercom GDPR compliant?
Intercom can be used in a GDPR-compliant way, but compliance depends on your configuration, not just the vendor: Intercom lets you choose an EU data hosting region at signup (EU, US or Australia), is EU-US DPF certified and relies on SCCs for transfers — but the hosting region cannot be changed after the workspace is created. You are the controller — confirm the current DPA, residency and sub-processor terms with Intercom, Inc. and run a transfer impact assessment before processing EU personal data.
